ORDINANCE 2007-1

 

AN ORDINANCE OF THE MCKINLEYVILLE COMMUNITY SERVICES DISTRICT
AMENDING THE MCSD RULES AND REGULATIONS TO INCREASE FEES AND CHARGES

 

 

WHEREAS,      MCSD last increased its water and sewer rates in July 2005; and

 

WHEREAS,      MCSD's water supply cost, the largest single line-item in the Water Department budget, has increased 44% over the past two years, increasing from $269,049 in FY03/04 to $387,780 in FY05/06; and

 

WHEREAS,      MCSD's other operation and maintenance costs have increased by approximately 25% over the past two years; and

 

WHEREAS,      The Board finds that a 3.7% increase in water base rate and user fees, a 2.8% increase in sewer base rate and user fees are needed and necessary to provide a reasonable level of service to MCSD customers and constituents; and

 

WHEREAS,      The Board finds that requiring a deposit for new customers with prior bad debts is a prudent business practice to minimize future bad debts.

 

NOW THEREFORE, THE BOARD OF DIRECTORS OF THE MCKINLEYVILLECOMMUNITY SERVICES DISTRICT DOES HEREBY AMEND THE MCSD RULES AND REGULATIONS AS FOLLOWS:

 

 

SECTION 1.     The minimum charge per month for multiple living units specified in Rule 16.01 is increased from $6.15 per living unit to $6.35 per living unit.

 

SECTION 2.     The minimum charge per month for 5/8" to 1" meters for all customers specified in Rule 16.01 is increased from $6.15 per living unit to $6.35 per month.

 

SECTION 3.     The minimum charge per month for 1½" to 2" meters for all customers specified in Rule 16.01 is increased from $31.85 per living unit to $32.85 per month.

 

SECTION 4.     The minimum charge per month for 3" or larger meters for all customers specified in Rule 16.01 is increased from $49.20 per living unit to $50.70 per month.

 

SECTION 5.     The consumption charge schedule specified in Rule 16.01 is replaced with the following schedule:

 

"The consumption charge for non-multiple unit customers shall be calculated as a function of the actual water consumed to the following schedule:

 

              AMOUNT OF WATER CONSUMED        CHARGE PER 100 CUBIC FEET

                          100 to 500 Cubic Feet                              $ 0.94

                          Over 500 Cubic Feet                                $ 1.40

 

The consumption charge for multiple unit customers shall be calculated by summing the product of the average actual water consumed per unit multiplied by above schedule for all units."

 

SECTION 6.     Rule 10.03, RECONNECTION CHARGE is amended with the addition of: 

 

"An additional $50 deposit will be required of customers beginning a new service with 

   a bad debt remaining from a previous MCSD service."

                                   

SECTION 7.     Rule 27.04, RATE SCHEDULE is replaced with the following Rule 27.04:

$15.05 + $0.20 ccf up to 12 ccf provided that the $0.20ccf consumption charge for multiple unit customers shall be calculated by summing the product of the average actual water consumed per unit multiplied by above schedule for all units.

Office Buildings and Post Office

      (up to 2,000 sq. ft / 7 people)

First reading:  April 25, 2007.  Upon second reading on May 16, 2007, the foregoing ordinance will be duly accepted for implementation effective on July 1, 2007.

 

On a motion by Director Coffman seconded by Director Corbett, the foregoing ordinance is duly accepted on second reading this 16th day of May 2007 by the following polled vote:
